Legislation Update – June 26

The active bills are now working their ways through the non-origin house (i.e., active Assembly bills are now in the Senate, active Senate bills are now in the Assembly).

The most interesting amendments for this week are:

AB-56 Unmanned aircraft systems. (leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201520160AB56) has stepped its data collection restrictions down from all public agencies to just law enforcement agencies.  I don’t think non-law enforcement agencies or any private agencies should have any data collection capabilities over private property unless permission has been explicitly received from the landowner or his legal representative, and I think the data collected should be owned by the holder of the private property.  The property owner may then give permission  and conditions under which the collector may use the data if he so desires.
AB-857 California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program (http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201520160AB857)  has just gotten really expensive.  The bill now declares that it intends to spend one hundred million dollars per year to develop clean-technology heavy equipment.  Im not sure this is where I want my tax dollars going.  I dont see any ROI coming back into the state coffers for financing this development
