Legislative Update, July 20, 2013

Federal Legislation

The House version of the Farm Bill (HR-2642), a farm support bill minus the food stamps portion,  passed the House on July 11.  It passed the Senate on July 18 with amendments, including reinstating the food stamps portion.   Included in this bill are the following forestry provisions:

  • preserves forest roads as nonpoint sources under the Clean Water Act (added in Assembly July 11 version, removed in Senate July 18 version)
  • traditional forest products qualify as green building materials under the USDA biobased program
  • renews conservation easements and healthy forest reserve programs
  • repeals Emergency Forestry Conservation Reserve Program
  • provides grants for forest products research to improve quality, sustainablilty, productivity, profitability and so forth
  • repeals Forest Land Enhancement Program, Hispanic-serving Institution Agricultural Land National Resources Leadership Program, Tribal Watershed Forestry Assistance Program
  • reauthorizes State-wide Assessment and Strategies for Forest Resources, Rural Revitalization, Office of International Forestry, Insect and Disease Infestation, Stewardship End Result Contracting
  • amends McIntire-Stennis Cooperative Forestry Act, Strategic Plan for Forest Inventory and Analysis, Reimbursement of Fire Funds

California Legislation

The legislature is on recess from July 12 through August 12.

When they return, they are going to hit the deck running with the following hearings scheduled for August 12:

Senate Appropriations:

AB-278, AB-497, AB-502, AB-763, AB-976, AB-1097, AB-1213AB-1330

Assembly Natural Resources:

SB-11

The Prop 13 override bills appear to be stalled in committee. ACA-8, SCA-4, SCA-7, SCA-8SCA-11
